Abstract:The global “Rulebook” developed to ensure the implementation of the Paris Agreement was adopted at the Katowice Climate Conference and is a milestone in the history of climate change negotiations. It marks that the international community attaches great importance to the effects of global warming and is determined to take action to respond positively. The rulebook stipulates the details of national carbon emissions measurement and emission reduction efforts in terms of technology, finance, transparency, and so on. It proposes to strive for 1.5℃ temperature control goals. Taking the community of human destiny as the starting point, China actively undertakes the task of reducing emissions and makes an important contribution to the adoption of the rules manual. At the same time, China brings new opportunities and challenges to the development of domestic energy and ecological industries.
