Some new balance theorems about the transforming double-sides matrices were presented in this paper. These theorems can be used for adjusting crop production arrangements, and the optimum arrangements of fourteen kinds of crops in twenty communes of Linyi county had been given in semiarid region in the southern part of Shanxi province.
