Abstract:Policy is the key means for the top designer to coordinate the relationship between ecology and social development. By scoring the policy intensity and analyzing the text of the policy documents of the Beijing-Tianjin-Hebei government from 2013 to 2023, and based on the land use data of China from 2013 to 2023, the carbon storage, habitat quality and ecosystem service value of the Beijing-Tianjin-Hebei region were measured. PLS-SEM structural model was used to evaluate the influence path and effect of policies on ecosystem function change. Research findings: Policy intensity in the Beijing-Tianjin-Hebei region during the study period.It showed a trend of first increasing and then decreasing, and reached the maximum policy intensity in the study period in 2021, with a score of 419. In 2013, the total carbon storage was 2305.88Tg, and in 2023, the total carbon storage reached 2316.66Tg, showing a trend of continuous increase. The mean value of habitat quality showed a fluctuating downward trend, the spatial distribution characteristics showed a gradually decreasing trend from the northwest to the surrounding area, the habitat degradation index showed a fluctuating upward trend, and the spatial distribution pattern showed a high trend in the southeast and a low trend in the north. The value of ecosystem services in 2013 and 2023 was 40,148020.81 and 541,271,848 billion yuan respectively, showing an overall upward trend. PLS-SEM model shows that policy implementation has a significant impact on ecosystem change in the study area.
