Abstract:After a new round of collective forest tenure reform, farmers have become the main body of management of commercial forest and public welfare forests. This study divides farmers into two categories by the difference of forest land resource attributes: commercial forest farmers and public welfare forest farmers, and explains the impact and difference of forest land confirmation and government regulation on the forestry management behavior of two types of farmers. The results show that the confirmation of forest land rights has the significant positive impact on willingness and intensity of forest management of resource heterogeneity farmers; the control of forest logging has no negative impact on forestry management behavior of commercial forest farmers, but has significant negative impact on public welfare forest farmers; the control of forest mortgage loan has negative impact on forestry management behavior of public welfare forest farmers; ecological compensation cannot be directly promoted the forest management behavior of public welfare forest farmers, but it can effectively weaken the negative influence of government regulation and promote the forest management behavior of public welfare forest farmers. This study is important for deepening the collective forest tenure reform and further improving the supporting policies of the reform.
