Abstract:The development and utilization of land resources were undertaken as an effective way to relieve the contradiction between increasing population and limited land, and also as an effective way to formulate optimize land distribution. Taking Luxian County which located in Sichuan province as a case study, the scope of low-slope hilly land resources was first defined in this study, and the extracted low-slope hilly land resources with an area of 331.71 km2. Then, to achieve the goal of ecological land protection, land cover types and slope as resistance factors were selected, and the minimum cumulative resistance model was applied to build a comprehensive landscape security pattern of critical ecological land in study area, and all the works were based on the ArcGIS spatial analysis module. Based on the spatial overlay analysis of landscape security patterns and the land use status of low-slope hilly land resources in Luxian County by ArcGIS, the landscape ecological security levels of low-slope hilly land. Based on these levels were determined, low-slope hilly land resources were divided into the following four levels:priority, moderate, limited, and prohibited developments, their areas were 108.72, 97.03, 68.36, 97.03 km2, respectively. Afterwards, the characteristics of each resource type and proposed corresponding development and utilization plans for low-slope hilly land resources were analyzed. (1) Priority development resources are mainly composed of cultivated land and forest and unused land. This resource type has more settlements and mining sites than other types. Therefore, integrated renovation is required to repair cultivated land and the settlements and mining sites, based on related regulation and planning of land use in the study area, to promote the exploration of potential of low-slope hilly land resources and alleviate the pressure on construction land. (2) Moderate development resources are mainly composed of farmland; in order to resolve the competition between urban expansion and red line protection of arable land, it is necessary to improve the allocation of scattered farmland, ridges, and field roads, and to increase the efficiency of agricultural production by protecting the farmland artificial corridor system. (3) Limited development and prohibited exploration resources are mainly distributed in the Bodaoling, Huanggualing, and Longgushan mountains; they play an important role in regional ecological environment protection. Therefore, low-slope hilly land resource development in these regions should be limited, maintaining the original vegetation, and ecological restoration measures should be taken in accordance with the levels of land use. Therefore, our results can provide a scientific basis to ecological security strategy in the study area and the development and utilization of low-slope hilly land resources.
