Cyclic economy is a necessary choice both in building harmonious communities and in obtaining sustainable development for mining areas. And a starting basis to evaluate circular economy is to constitute a comprehensive evaluation system of indexes. According to four basic principles, a comprehensive evaluation system of cyclic economy indexes is constructed for Xishan Coal Corporation, which consists of firstly, three theoretical layers, objective, criteria, and indexes, and then twenty five specific indexes in three systems, management, environment and economy. Finally, an evaluation model for circular economy is proposed for Xishan Coal Corporation.
