摘要: 综述了绿色基础设施的起源发展,总结了推动其概念形成的发展脉络,分别是人居环境视角、生态保护视角和绿色技术视角。提出了绿色基础设施在空间、功能、要素上的内涵,阐述了它与生态系统服务的外延关系。通过文献研究,综述了绿色基础设施在气候变化、人体健康、空气质量、雨洪管理、公众认知和社区参与、评价研究等领域的国际研究进展。结合我国绿色基础设施的研究现状和问题进行评述,并对未来发展提出展望。

Abstract: This paper first reviews the origin and development of green infrastructure (GI) and then summarizes the context, formation and development from the perspectives of human settlements, ecological protection, and green technology.Then, it describes GI from spatial, functional, and elemental aspects.The relationship of GI with ecological services is also elucidated.Through a literature review, the international research frontiers of GI are assessed for the following topics:climate change, human health, air quality, stormwater management, public awareness, community participation, and evaluation research.Finally, this paper predicts future developments in GI based on the current status of GI research and problems in China.

绿色基础设施(Green Infrastructure, 简称GI)是在人居环境、生态保护和绿色技术三大领域起源发展, 逐步形成的概念。GI的早期雏形可追溯到19世纪50年代城市公园的出现, 之后经历了20世纪60年代到90年代以生态保护运动为契机的初步形成阶段。90年代至今, GI研究实践进入了以多领域协同发展, 多地区广泛传播为特点的快速发展阶段。

1 GI的源起与发展脉络 1.1 历史脉络

国际上, GI发展大致可分为3个阶段(表 1):早期雏形阶段是以1850年代城市公园的出现为标志, 此时期以服务公众游憩与审美、改善公共环境为目标, 缺少科学性和系统性的理论与方法。初步形成阶段是以1960年后生态保护运动的发展为开端, 此时期生态学、生态规划、景观生态学的理论方法不断发展, 出现了以生物保护与生态系统保护为核心目标的生物廊道和生态网络等概念。人与生物圈计划(MAB)于1984年正式提出生态基础设施(Ecological Infrastructure, 简称EI), 成为此阶段的标志。快速发展阶段是以1990年代以来GI在多领域的快速发展为特征。土地保护、精明增长、绿道、低影响开发(LID)与河道恢复等领域共同推动GI成为明确的概念共识, 相关研究与实践也迅速广泛地发展。2000年后, GI在欧盟、加拿大、中国等地广泛传播。

我国古代工程中具有很多类似现代GI作用的经验式实践, 如周朝古道[1], 南方丘陵地区的陂塘系统[2], 长三角地区的运河水网, 黄泛平原的坑塘洪涝调蓄系统[3-5], 它们体现了适应自然的朴素思想, 不同程度地发挥生态系统服务功能。GI概念在2000年前后传入我国, 至今经历了起步期与快速发展期两个阶段。起步期以2001年俞孔坚的《城市生态基础设施建设的十大景观战略》为标志, 集中体现在生态基础设施理论体系与构建途径方面的大量探索。快速发展期以2009年“绿色基础设施——高绩效景观”主题的第46届世界国际景观设计师阳盟(IFLA)大会为开端, 我国GI研究数量持续增多, 集中于综述国外GI概念与理论发展、探讨GI规划与评价方法等方面。

1.2 学科脉络

GI的发展是公园、公园系统、开放空间、绿道、生态网络、生物廊道和雨洪管理等多个领域共同推进的结果, 可归纳为三大脉络:一是人居环境视角, 以服务人居需求为出发点;二是生态保护视角, 以生物保护为出发点;三是绿色技术视角, 以市政工程设施的绿色化为出发点。三大脉络的独立发展与相互影响促进了GI概念共识的形成与发展。生态经济学领域的生态系统服务思想, 为绿色基础设施的内涵与功能提供了清晰和全面的思想基础(图 1)。

1.2.1 人居环境视角:从公园到土地保护

GI是公园绿地发展至高级阶段的产物。1850年代的纽约中央公园是第一个为社会大众提供休闲服务的绿色空间, 它改善了当时城市公共卫生环境, 可认为是GI的早期雏形。19世纪后期, 在Olmsted等人的推动下公园之间通过公园道(Parkway)相互连接, 出现以波士顿绿宝石项链为代表的公园系统(Park system), 在城市中形成了绿地系统, 扩展了公园的服务范围[6-8]。这一时期, 公园以提供休闲游憩与审美体验为主要功能, 具有朴素的环境改善作用。20世纪以来, 开放空间系统拓展了公园系统的范畴, 融入了保护城市与周边地区未开发土地的功能, 逐渐发展为土地空间管理控制策略[9]。1980—1990年, 绿道的研究趋于成熟, 成为贯穿城乡连接各类绿色空间的线性开放空间纽带[10], 为GI的网络化结构奠定了基础。绿道在游憩、美学[11-12]、文化遗产保护[13-14]和生态保护方面[15-17]具有更为综合的功能(图 1)。最具代表性的是1991年的马里兰州绿道体系规划建设, 它成为2001年开始的马里兰绿色基础设施评价(GIA)与绿图计划的基础[18-19]。随着生态规划和景观生态学的发展, 目标更综合、方法更科学的网络化GI应运而生。它超越开放空间与绿道的概念范畴, 成为一种新的土地保护策略[20-22], 通过限定城市的增长边界, 实现土地的有效保护与城市的精明增长[23-25]。1999年, 美国保护基金会(The Conservation Fund)和农业部森林管理局(USDA Forest Service)首次提出了GI作为国家自然生命支持系统的正式定义[26]。美国马里兰州1997年的“精明增长法案”和2001年的绿图计划[27], 是以绿色基础设施评价(GIA)为途径进行土地保护的早期代表性实践[22]

1.2.2 生态保护视角:从生物廊道到复合生态系统保护

20世纪60年代以来, 保护生物学、景观生态学、岛屿生物地理学和复合种群理论不断发展, 先后发展了生态廊道、生态网络、生境网络、景观安全格局等一系列以生物保护为核心的理论方法[28-32]。生态基础设施(Ecological Infrastructure)概念最早由联合国教科文组织“人与生物圈计划”(MAB)于1984年提出, 是生态城市规划的五项原则之一[33]。Mander和Selm等在1988年分别用EI作为生境网络(habitat network)设计的框架[34-35]。随后, 荷兰农业、自然管理和渔业部于1990年颁布的自然政策规划(Nature Policy Plan)中提出了全国尺度上的EI概念[28]。之后, EI在国外的研究不多, 但近15年来在中国得到很大发展。俞孔坚和李迪华运用景观安全格局理论发展和扩展了EI体系, 使其超越了原有以生物保护为中心的狭义范畴, 成为维护土地上各种生态过程与人文过程的整合性网络。它不仅是城市和居民获得持续的自然服务的基本保障, 也是城市扩张和土地开发利用不可触犯的刚性限制[36]。李峰等侧重从城市生态学角度进行研究[37], 认为生态基础设施能够保证自然和人文生态功能正常运行, 具有重要的生态系统服务功能。综上, 生态基础设施概念起源于生物保护, 与生物廊道、生境网络等概念一脉相承, 后扩展为保护自然与人文复合生态系统的健康, 通过保护土地格局控制城市扩张。至今, EI在功能、结构及构成要素上, 都与人居环境视角发展而来的GI逐渐趋同, 殊途同归又各有侧重。

1.2.3 绿色技术视角:工程基础设施的灰色化到绿色化

绿色化的工程基础设施是GI的重要组成部分。传统的工程设施为城市及居民提供如能源、道路、建筑、防洪、雨水排放、废水处理等市政基础服务。这些灰色工程均以服务人类社会为中心, 虽然在一定程度上单目标地解决了局部问题, 却往往引发更多损害生态系统服务的系统性失调问题, 包括城市热岛、暴雨洪涝等影响人类社会的城市病。灰色基础设施的绿色化改造是指通过生态工程和绿色技术来降低工程设施所带来的生态胁迫和干扰, 并改善和恢复城市生态系统服务功能[33, 38-39]。绿色化的工程设施系统包括:可持续雨洪管理技术、河道生态修复与生态防洪工程、道路生态工程、污染废弃地的生态修复技术、污水处理的人工湿地技术、基础设施生态学、能源系统、固体废物处理系统和交通通讯系统[40-45]。目前, 可持续雨洪管理技术、生态水利与河道生态修复的研究相对成熟[46-47]

2 GI的内涵与外延 2.1 内涵

经过多领域的发展与融合后, GI的内涵逐步清晰和趋同, 具有以下核心特征:(1) 功能上, GI提供全面的生态系统服务;(2) 空间上, GI是一个跨尺度、多层次, 相互连接的绿色网络结构, 是城市发展与土地保护的基础性空间框架;(3) 构成要素上, GI包含国家自然生命支持系统、基础设施化的城乡绿色空间和绿色化的市政工程基础设施3个层次(表 2)。

在宏观尺度上, GI是国家的自然生命支持系统, 承载水源涵养、旱涝调蓄、气候调节、水土保持、沙漠化防治和生物多样性保护等维护国土生态安全与国家长远利益的生态服务。在中观尺度上, GI是基础设施化的绿色空间, 不同于传统的城市绿地系统, 它具有广泛的缓解城市洪涝灾害、控制水质污染、恢复城市生境、提高空气质量和缓解城市热岛等基础性生态服务, 同时提供游憩、审美、文化与精神启发等层面的人居环境服务。在微观尺度和技术层面, GI是以绿色技术为手段对场地进行人居环境综合设计, 以恢复完善生态系统服务。

2.2 GI与EI的联系与区别

EI是与GI相近的概念, 两者的内涵已逐渐趋同[33], 都具有提供生态系统服务的生命支持系统的涵义。有国内学者强调EI概念更为适用, 因为它不仅包括湿地、河流、绿地等绿色空间, 还广泛涵盖自然-人工复合生态系统;而GI在表意上局限于绿地空间, 不利于充分涵盖城市人工生态系统或人工设施的生态化, 也不能够完整而准确地对应于城市复合生态系统[37]。然而, 从目前国际研究前沿来看, GI概念已涵盖人工设施的绿色化(如雨洪管理技术)和城乡人工生态系统, 因此两者的内涵是基本一致的。

但二者仍存在区别:首先, 就应用范围而言, GI的广泛性与通用性均高于EI。自1980年代提出后, EI在国际上的研究比较有限, 少量研究主要围绕生态系统和生物保护展开。近15年来, EI概念在国内得到广泛拓展, 具有代表性的学者是俞孔坚、李迪华、李锋、王如松等人。相比而言, 1990年代以来GI的研究实践在美国、加拿大、英国等国家和地区得以广泛开展, 并且成为开放空间、绿道、土地保护、雨洪管理等众多领域的通用概念。

其次, 就发展根源及关注重点而言, EI概念源于生物保护研究[36, 48], 而GI的发展是源于生态保护、人居环境和绿色技术三大领域, 由此造成两者的关注重点有所区别。EI主要以景观生态学理论为基础, 强调宏观空间格局的连通性与完整性, 关注对区域生态系统结构与过程的保护, 但一定程度上忽视格局内部的绿色空间质量。虽然连续完整的空间格局是维护生态过程的战略性基础, 却不足以保证其发挥生态系统服务的水平。GI以三大领域为基础发展而来, 既有景观生态学的理论基础, 也融合了人居环境学科和绿色工程专业的理论与技术体系。GI的网络化空间结构可以维护生态系统的完整性, 而其具体实施技术可以提升空间格局内部人居环境质量和生态系统服务水平。综上, GI因其起源背景而兼顾空间战略和实施技术。

2.3 GI与生态系统服务的关系

GI是生态系统服务的空间落实途径[49], 提供全面的生态系统服务是GI的基础功能。不同尺度GI所提供的生态系统服务不尽相同(表 2)。当前一些研究对生态系统服务和人类福祉的关系提出了基本框架[50-58], 有学者进一步总结了作为土地管理方式的GI对生态系统服务及人类福祉的作用[59-60]。一些研究表明GI除了发挥生态系统服务的正效益外, 也会造成一定的负效益[61]。本文基于PSR模型提出GI与生态系统结构功能、生态系统服务及人类福祉的关系, 以及它们在环境压力、状态、响应过程中的作用(图 2)。

3 研究进展

近年来, 随着学科领域间交叉合作的不断增加, GI的研究前沿领域呈现细分化的趋势, 国际上的研究前沿主要集中在以下方向:

3.1 适应与缓解气候变化

GI应对气候变化主要有两个方面。其一, GI是应对气候变化所引发的暴雨、升温等问题的适应性对策。GI能够通过控制土地利用调节区域水文状态[62-64], 并通过绿色屋顶、生物滞留池、植草沟、透水地面等雨洪管理技术调节场地径流量与峰值, 缓解洪涝[65-70], 控制径流污染[71-74]。GI还可以提供绿荫和增加植物蒸散发, 从而降低城市温度, 改善城市热环境[75-79]。其二, GI是直接或间接缓解气候变化的主动性途径。直接途径如植物光合作用吸收CO2和土壤贮碳[58, 80-81]。间接途径如GI可以降低城市温度, 从而减少能源消耗[82-84], 实现温室气体减排[58, 85-86]

3.2 改善人体健康

人类健康福祉的程度与绿色空间的数量、质量有着密切的关系[87-89]。经常使用公园的人通常显示出更好的自感健康状况、更高的活动参与程度和更快的放松能力[90]。绿色空间和个人健康状况呈现显著的正相关关系[87]。GI与人体健康的研究可分为其对个体的生理与心理健康的影响, 以及对公众健康的影响。现有的研究方法主要有流行病学研究、实验研究、问卷与访谈调查研究[91]。有关个体生理健康研究主要包括:居住环境与户外体育运动[92-96]以及健康恢复的关系[97];城市绿色空间对心理恢复的作用[98]、对老年人寿命的影响[88-89]、以及土地利用对蚊虫传播疾病和病毒的地理分布的影响[99-100]。有关心理健康的研究, 主要有绿色空间在情绪调节[101-102]、减轻紧张与压力[102-103]、缓解疲劳和恢复注意力方面的作用[94, 104-106]。有学者关注绿地对幸福感、认同感和社会关系的影响[107-109]。GI是促进公共健康的重要因素, 这是因为环境的改善可以引起人们生理、情感和认知过程的变化, 进而增进公众的健康福祉[110-111]

3.3 提升雨洪调节与净化能力

GI可通过控制土地利用格局维护区域水文过程, 通过绿色屋顶、透水铺装、生物滞留池(雨水花园)、植草沟、植被过滤带、人工湿地等一系列具体技术措施来管理城市雨水径流, 实现缓解洪涝, 减轻径流污染以及加强水资源利用的目标。国内外最有代表性的技术体系有1970年代起源于美国的最佳管理措施(BMPs)[112-113];1990年代美国的低影响发展(LID)[114];同时期英国发展的可持续城市排水系统(SUDS)[115-116];澳大利亚开展的水敏感性城市设计(WSUD:Water Sensitive Urban Design)的实践[117];新西兰集合LID和WSUD理念形成的低影响城市设计与开发(LIUDD)[118];以及中国当前正在发展和实施的海绵城市技术体系。现有针对雨洪管理的具体技术在控制径流总量, 控制径流峰值, 延缓洪峰时间等水文方面的效益明显, 而且在去除TSS、TN、TP、各种重金属污染物方面的研究也已有报道[46]。这些研究基本证明了LID技术在调节水文功能与去除污染物方面具有良好效果[47, 119-124], 也同时指出了可能存在的问题, 其中质疑集中在渗透导致地下水污染和冬季效果等方面。

3.4 影响空气质量

GI能够在一定程度上缓解大气污染, 现有研究主要从两方面展开。一方面, 通过GI空间布局, 构建通风廊道增加污染物疏散的有利条件[125-127], 相关的研究已在德国斯图加特、日本东京都, 以及中国的北京、上海和武汉等地开展, 并取得一定成效[128-130]。另一方面, 植物在改善空气质量中起着不可替代的作用[131-132], 主要表现为:(1) 植物叶片具有特殊表面结构和功能, 有利于阻滞粉尘[133]、抑制细菌生长[134]、吸附大气污染物[131, 134-135];(2) 植物叶片尖端放电以及叶片光合作用产生光电效应, 使空气产生负氧离子, 改善空气质量[136-138]

3.5 GI的公众认知和公众参与

公众是GI最重要的利益相关者。由于欧美国家的决策体制原因, GI的公众社参与是决定其能否有效实施的关键, 而社会认知程度是其中至关重要的因素, 因而西方在此方面的研究较多。在公众参与决策方面, Rottle在从西雅图到卡斯克德山脉的绿色廊道案例中, 强调了私人和非营利部门的主导与协调的重要性[139]。Lovell和Taylor强调GI规划中的潜在利益相关者的决策参与, 可以鼓励由社区发起的GI实施, 确保GI建设中的民主和公正[140]。Heckert和Rosan研究发现GI需要与更广泛的公众和私人利益相关者合作, 提出GI公平指数来权衡社区的优先权, 掌握更多的自主权利[141]。在公众认知方面, Byrne等研究了公众对于GI(尤其是增加植树)是否能够帮助杭州市应对气候变化的认知, 部分受访者认为增加植树是一种适应性策略, 可以减少气候变化带来的影响;居民愿意在公共开敞空间增加绿树的覆盖面积[142]。Breed等研究发现, 在GI中, 奖励制度应该具有一定的调整幅度, 促进生态系统服务的平衡[143]。Baptiste等研究发现居民对GI控制雨洪具有较高的认知水平, 并指出效率、美学和成本是影响居民对GI实施意愿的主要因素[144]

3.6 GI的结构、功能评价与绩效评估

当前, GI的评价研究可分为3类。一是对生态系统/景观结构的评价, 二是对生态服务功能的评价, 三是对GI效益与绩效的评价。对GI的生态结构评价主要是基于景观生态学、保护生物学原理, 以生物保护为出发点的空间格局评价。主要有关注组分特征的景观格局指数评价和侧重动态过程的景观格局空间模型评价[31-32]。源于美国马里兰州的GIA和保护物种水平运动过程为核心的景观安全格局是近年的代表性方法。GI的功能评价以评估生态系统服务为热点[56, 59, 139, 145-150], 包括物质量评估和价值量评估。价值量评估是较主流方法, 通常用货币化方法评价生态系统服务的价值, 但虚拟估值存在主观性与随机性, 无法准确评估实际效果与质量。有学者指出GI在发挥生态系统服务的正效益时, 也会带来如耗水、生物入侵、挥发性有机污染物(VOC)排放等负效益[150-153]。GI的效益与绩效评价有两方面视角。一是从使用者出发的行为和感知评价:如:建成后使用者评估(POE)、视觉质量评价等。二是从环境资源影响出发的物质环境效益评价, 当前以评估GI某个或某些技术的单目标效益为主:如研究绿色屋顶缓解城市热岛[79, 154]、雨水径流调节[71]方面的效益;研究雨洪管理技术在雨水径流消减和水质净化方面的作用[46-47];研究城市GI在缓解气候变化方面的效益[65, 155]等。近年来, 有学者将时间因素融入GI评价中, 评估某些技术在原料获取、建设、运营、处置的全生命周期过程中对环境资源影响, 成为当今的前沿领域[62, 156-158]

总体而言, 目前针对GI具体技术的单方面物质环境评价研究较多, 但是全面涵盖生态、社会、健康福祉等方面的综合绩效评价尚处于探索阶段。目前仅有少量的有关GI综合指标构建研究, 而且基本处于框架性探索阶段[60, 140, 159]

4 我国GI研究的现状与问题

国内对GI的研究主要集中在以下四方面:

(1) GI的概念综述和理论框架研究。俞孔坚等对生态基础设施的理论与方法进行了系统研究[5, 33, 160];刘滨谊等侧重于GI与我国绿地系统的结合[161-163]。另外, 不少学者对国外GI概念理论进行了综述研究[164-169], 也有学者对国内GI的发展进行了总结[1, 170]

(2) GI技术途径和方法研究。国内很多研究集中于综述国外GI的规划方法[164, 171-173]。俞孔坚等以景观安全格局作为构建EI的技术途径, 探索了一套完整的方法体系[174-176]。有学者将GI原理与方法在绿地系统规划中进行应用[5, 161, 177-179], 还有学者在GI构建中探索了形态学空间格局分析、空间利用生态绩效等新方法[180-181]

(3) 国内外实践案例介绍:国内大量文章介绍了国外实践案例, 包括美国西雅图[182]、马里兰[183-184]以及加拿大[41]、英国[185]等地的案例。也有研究总体梳理了国内GI实践案例[186]。还有一些研究对场地尺度建成项目的理念方法进行了介绍, 如六盘水明湖湿地公园[187]、金华燕尾洲公园[188]、哈尔滨群力雨洪公园[189]等。

(4) 细分领域研究:目前, 我国GI研究中以雨洪管理领域的应用研究较多[190-199]。此外, 在GI的效益评估[200-201]、气候变化[202]、空气污染[203-204]等方面有少量研究。

总体而言, 国内GI研究在内涵与外延的理解上尚存模糊性, 研究内容更关注城市和区域层面的概念理论与方法框架, 研究方法以单学科视角的定性研究为主。虽然已初步形成了以生态基础设施为代表的理论体系, 但总体上GI的发展仍处于初级阶段。主要存在以下问题。

4.1 研究细分度低, 近似度高

我国对GI领域的研究尚处于探索理论方法的初级阶段, 研究的细分程度与深入程度均不高。国内GI研究主要来自于景观规划、风景园林、景观生态学等学科领域, 此外, 环境工程、市政工程、水文水资源等领域有少量研究。研究主要集中在综述GI概念与发展历程、介绍国内外理论与实践、探索空间规划与评价方法等方面, 研究方向相近度较高。在人体健康、气候变化、空气质量、公众参与等国际前沿的细分领域我国尚缺少深入研究。

4.2 科学、工程与设计学科领域的交叉合作不足

GI是跨尺度、功能复合的应用领域, 由不同学科领域演进发展而来。因此, 科学研究、工程技术与设计应用的紧密联系对于GI而言尤为重要。目前我国在此方面尚存不足, 科学研究缺乏真实问题的应对, 工程技术缺乏综合目标的统筹, 设计应用缺乏专业技术的支撑。

由于缺少领域间交叉合作, 国内GI研究虽然具有各自学科的鲜明特点, 却也存在明显瓶颈。城市规划、风景园林等人居环境领域善于运用定性方法统筹人文与生态价值进行空间落实, 但缺少量化研究与专业技术的支撑。景观生态学领域善于通过空间模型判定和构建完整而连续的宏观网络格局, 但对格局内部质量的关注不足, 理论模型仍缺少实证支撑[172, 205-206]。环境科学善于运用实验与模型量化研究具体问题, 但缺少空间应对策略。生态修复、环境工程、市政工程等领域善于绿色工程技术, 但欠缺对GI多元价值和综合目标的理解和统筹。

4.3 综合绩效评估及其标准的研究较少

目前, 国内GI实践大致有两种倾向。一是缺少人文价值的单目标绿色技术应用, 如以人工湿地为例的环境工程, 它仅关注污水净化的效果, 往往缺乏美学价值, 也不具有参与性;二是难以评价环境效益的“生态花瓶”, 如一些美观的城市湿地公园很可能是四处调水的耗水工程, 造成生态系统损害。具备生态与人文的综合价值是GI的核心特征, 偏颇于任何一方都不符合其内涵。目前, 全面衡量GI在供给、调节、支持、文化及健康福祉方面生态系统服务综合绩效的评估研究不多。

另外, GI的公私合营(PPP)模式是未来趋势。目前的障碍是缺少政府按效付费的量化评估方法和标准。因此全面评估GI在原状态、材料获取、建设、运行等全生命周期过程中的绩效表现, 并以此为基础建立政府购买生态系统服务的定量可测标准是非常关键的环节。目前, 国内此方面的研究还很有限。

4.4 人文领域研究介入不足, 公众参与、运营模式与体制保障研究有待加强

国内GI研究以自然科学与工程学科为导向, 人文领域研究的介入不足。GI并非简单的绿色工程, 技术层面之上的文化价值、社会价值、经济价值是其重要属性。目前, 我国在GI的文化认同、公众参与、运营模式、管理政策、体制保障等方面的研究不多, 有限的研究者多以自然学科背景为出发点, 社会学、经济学领域的GI研究基本是空白。

在GI的经济运营与社会参与方面, 美国纽约高线公园(Highline Park)为代表的国外实践采用了政府、社区、社会组织或企业共同合作的新模式, 为GI的建设运营、投融资模式、社区参与、管理政策、产权制度方面提供了新视野。它首先解决运营与持续收益问题, 通过特许经营的活动和项目实现经济获益;其次, 解决社会参与问题, 通过活动拉近社区居民与GI的距离, 互动参与性更强;第三, 政府财政与管理成本更低, 只需按期购买绿色服务。我国当前推行的公私合营(PPP)模式仅是单一投融资途径, 亟待从更多视角开展深入研究。

5 我国GI的展望 5.1 发展机遇

综上所述, 我国目前的GI研究尚处于初级阶段。未来中国对GI实践具有巨大的需求, 也必将成为GI发展的热点地区。首先, 中国生态环境危机的挑战。全国来看, 资源约束趋紧、环境污染严重、生态系统退化的形势虽然严峻, 但也为GI的发展提供了空前的机遇。其次, 国家顶层设计的政策制度保障。生态文明理念被要求全面融入到经济、政治、文化、社会各方面, 生态文明体制改革总体方案已获通过。作为自然生命支持系统的GI是支撑生态文明建设的重要途径。再次, GI投资作为经济持续发展的良好契机。依托绿色金融战略与国家资金支持, 各地将不断加大生态环境基础设施的投资力度, 这成为GI发展的契机。最后, 新型城镇化的发展需求。我国城镇化是不可逆的过程, 未来的重点将从规模扩大转为质量提升, 当前我国城市建成区平均绿地率已达35.72%[207], 但发挥的生态系统服务质量与GI标准仍有较大差距, 这为GI发展提供了广阔的实践空间。

5.2 预期研究领域

未来我国将在GI领域开展大量实践行动, 本地化、具体化和细分化的GI研究是实践的重要支撑。我国未来GI的发展趋势为:研究内容从理论框架到细分领域, 研究角度从单学科视角到多领域合作, 研究方法从定性化到定量化, 应用实践从概念规划到务实设计。可预期的重点研究领域包括但不限于如下方面:

(1) 本土化的GI技术标准、评估体系和管理制度

基于我国气候条件、地理特征、生态状况、环境资源以及各地生活方式、文化习俗的基本要件, 根据本文所述的GI内涵和外延, GI应着重研究适应我国本土特征的关键技术、评估体系、标准规范、管理制度和产业发展。

(2) 多学科交叉的细分领域

人体健康、气候变化、空气质量、城市热环境、公众参与和综合效益评估是GI多学科交叉研究的国际热点。我国GI研究需关注的重点有:1) 在我国老龄化与健康问题日益突出的背景下, 需开展GI对生理与心理健康的影响研究, 特别是中国人特有的环境心理范式与GI的关系研究;2) 我国将在气候变化领域承担更多责任, 需加强GI在城市降温、旱涝调节、节能减排、碳汇等适应与缓解气候变化方面的研究;3) 区域复合型大气污染已成为危害我国大城市的普遍问题, 需加强应对我国空气污染新形势的GI空间布局与设计研究;4) 在我国公共服务市场化的趋势下, 需开展用于政府购买生态服务的GI综合效益评估及标准研究;5) 需推进经济、社会、文化视角的GI研究合作, 开展GI的公私合营模式(PPP)、公众参与和管理制度的研究。

(3) 雨洪污废综合控制利用研究

GI是当前海绵城市建设的主要途径, 有以下值得研究的方向:1) 用以解决我国水资源短缺问题的雨水和废水的资源化综合控制利用研究;2) 适应我国地区多样性的雨洪管理技术标准与措施途径研究;3) 应对我国季风气候特点的区域流域管理与城市源头控制的雨洪耦合研究;4) 涵盖多元功能与综合价值的海绵城市综合效益评估研究;5) 城市已建成区中灰绿设施结合与雨污合流问题的研究;6) 面向多部门协调合作的机制体制研究。
