摘要: 综述了环境投入产出分析的基本知识及其在产业生态学领域的应用。环境投入产出分析的核心是投入产出模型,包括价值型投入产出模型、实物型投入产出模型和混合型投入产出模型。环境投入产出分析在产业生态学领域主要用于环境压力核算、生命周期评估、社会经济因素相对贡献分析、产业链路径分析、风险影响分析和环境网络分析。同时,相关学者进行环境投入产出数据库开发,给环境投入产出分析提供便捷、标准化的数据渠道。讨论了环境投入产出分析的若干发展趋势。

Environmental input-output analysis in industrial ecology

Abstract: This study introduced the environmental input-output analysis and reviewed its applications in the field of industrial ecology. The core of environmental input-output analysis is the input-output model including monetary, physical, and hybrid input-output models. Major applications of environmental input-output analysis in the field of industrial ecology include environmental pressure accounting, life cycle assessment, analysis of relative contributions of socioeconomic factors, critical supply chain path analysis, risk impact analysis, and environmental network analysis. Moreover, scholars began to develop environmental input-output databases to provide convenient and standardized data sources for environmental input-output studies. Finally, this study discussed several potential development trends of environmental input-output analysis.

基于投入产出模型的环境投入产出分析被日益广泛的应用于产业生态学(Industrial Ecology, 有时也被称为工业生态学)领域。本文首先介绍投入产出模型, 其次综述环境投入产出分析在产业生态学的应用, 在此基础上介绍环境投入产出数据库开发, 最后探讨环境投入产出分析的发展趋势。

1 投入产出模型 1.1 基本概念与框架

Wassily Wassilyevich Leontief在1936年提出投入产出模型来刻画经济系统的结构[1], 并于1973年获得诺贝尔经济学奖。最初的投入产出模型是基于价值型投入产出表(下节有具体介绍), 将经济系统划分为若干个生产部门, 每个部门投入劳动力和资本生产产品(包括服务), 同时创造税收和利润;每个部门产品的一部分作为其他部门生产的中间投入, 另一部分被居民和政府消费、形成固定资本和库存进出变化、以及出口到其他经济系统[1-4]。劳动力、资本、税收、利润等被称为初始投入, 部门之间的产品交易被称为中间投入/使用, 居民消费、政府消费、固定资本形成、库存变化、出口等被称为最终需求[4]

对某一部门, 其初始投入与中间投入之和等于该部门的总投入(列平衡);对其产品的中间使用与最终需求之和等于该部门的总产出(行平衡);该部门的总投入等于该部门的总产出[4]。对某一经济系统, 其总投入(即所有部门总投入之和)等于其总产出(即所有部门总产出之和)[4]

假设一个经济系统包括n个生产部门。定义1×n行向量v代表各个部门的初始投入, n×1列向量y代表各个部门的最终需求, n×n矩阵Z代表部门间产品交易, n×1列向量x代表各个部门的总产出/总投入, n×1列向量e的所有元素均为1。投入产出模型的行平衡和列平衡可以用公式(1)和(2)表达:

定义n×n矩阵, 符号“^”表示将向量转换为对角矩阵, 符号“-1”表示对矩阵求逆。矩阵A被称为直接投入系数矩阵[4], 其元素aij表示部门j生产单位产品所需要部门i直接投入的产品数量;矩阵B被称为直接产出系数矩阵[4], 其元素bij表示部门i生产单位产品所直接导致的部门j的产出量。公式(1)和(2)可以转换为:

公式(5)和(6)分别描述了总产出x与最终需求y和初始投入v之间的关系, 公式(5)将经济系统视为需求驱动型(demand-driven)[5-7], 公式(6)将经济系统视为投入驱动型(supply-driven)[5-9]。产业生态学中的绝大多数投入产出分析将经济系统视为需求驱动型。矩阵(I -A)-1被称为Leontief逆矩阵[4], 其元素lij表示部门j生产单位产品所需要部门i累计(包括直接和间接)投入的产品数量;矩阵(I -B)-1被称为Ghosh逆矩阵[4], 其元素gij表示部门i生产单位产品所累计(包括直接和间接)导致的部门j的产出量。

将环境压力指标(即资源使用和污染物排放)作为投入产出表的卫星账户, 可以构建环境投入产出模型。定义标量e代表经济系统产生的环境压力, 1×n行向量p代表各个部门产生的环境压力, 向量p的各个元素之和等于e。我们可以通过公式(7)计算得到各个行业的1×n强度因子f, 其元素fi代表部门i生产单位产出所产生的环境压力。

结合公式(5)、(6)和(7), 经济系统的环境压力e可以表达为公式(8)和(9)的形式。公式(8)和(9)分别描述了经济系统环境压力与最终需求和初始投入的关系。

1.2 投入产出模型的三种形式

环境投入产出分析的核心是投入产出模型, 目前在产业生态学领域广泛应用的投入产出模型通常基于三种表式:价值型投入产出表(Monetary Input-Output Table)、实物型投入产出表(Physical Input-Output Table)和混合型投入产出表(Hybrid Input-Output Table, 或者称为Mixed-Unit Input-Output Table)。

价值型投入产出表的构建基于联合国等国际组织共同发布的国际统计标准《国民账户体系》, 以货币形式(如人民币、美元等)刻画经济系统的产品交易, 反映经济系统的价值维度信息[4], 是最常见的一种投入产出表式。上面1.1小节所阐述的投入产出模型基本概念都是基于价值型投入产出表。价值型投入产出表的初始投入包括劳动报酬、固定资产折旧、生产税净额和营业盈余等;其最终需求包括居民消费、政府消费、固定资本形成、库存变化和出口等;其同时存在着行平衡和列平衡关系。大多数国家的相关政府部门(如中国国家统计局、美国经济分析局Bureau of Economic Analysis)会定期发布价值型投入产出数据。投入产出基准表(Benchmark Input-Output Table)的部门划分比较详细(一般为一百到五百个部门), 数据质量比较高(通过调查人员实际调研获取数据), 其发布周期一般为5年;投入产出延长表(Extended Input-Output Table)的部门划分比较粗糙(一般低于一百部门), 数据质量相对较差(在一些变量约束下, 通过数学算法推算得到数据), 其发布周期一般为2或者3年。由于价值型投入产出数据易从政府部门的统计资料中获取, 目前的绝大多数环境投入产出分析都是基于价值型投入产出表。

实物型投入产出表以实物量(如吨、立方米和焦耳等)刻画经济系统的物质流动(包括产品流动和废物循环), 其可以刻画经济系统的所有物质流动, 也可以刻画经济系统中某一类物质(如能源、水和某一类金属元素等)的流动情况[10]。实物型投入产出表反映经济系统的实物维度信息, 其被认为更适合描述经济系统与环境系统之间的相互关系[10-14]。实物型投入产出表的初始投入一般为本地资源采掘(如水、化石燃料、矿物质和生物质等);其最终需求包括居民消费、政府消费、固定资本形成、库存变化、出口、污染物排放等;其同时存在着行平衡和列平衡关系。与价值型投入产出表不同的是, 实物型投入产出表将资源开采、废物循环利用和污染物排放纳入其平衡关系(所谓“内生化”处理)[15-17]。由于实物型投入产出表的编制需要大量的基础数据以及巨大的人力和时间投入, 各个国家的政府部门和研究学者一般很少编制实物型投入产出表。目前, 仅有中国[18-20]、德国[21, 22]、芬兰[23, 24]、奥地利[25]等少数国家编制过特定年份的实物型投入产出表。这在很大程度上阻碍了实物型投入产出表在产业生态学领域的应用。

混合型投入产出表是价值型投入产出表与实物型投入产出表的折中选择, 其以混合单位(如用吨刻画水和矿物质资源, 用焦耳刻画能源, 用货币单位刻画服务行业等)刻画经济系统的物质流动[4, 26]。混合型投入产出表中, 代表目标部门的行以实物单位表示, 代表其他部门的行则以货币单位表示。混合型投入产出表通常是在价值型投入产出表的基础上改造而成, 其将所要分析的m个子部门从价值型投入产出表的n个部门中分离出来(如将风力发电从电力生产和供应业中分离出来), 而构建成具有(m+n)个部门的混合型投入产出表。混合型投入产出表只有行平衡关系, 其最终需求包括居民消费、政府消费、固定资本形成、库存变化和出口等。由于混合型投入产出表每一列的元素具有不同的单位, 所以其不存在列平衡关系。

一些学者探讨了这三类投入产出模型的差异性, 它们的差异主要来源于对系统边界的不同定义, 即对资源开采、污染物排放、废物循环利用、服务行业、产品价格和居民账户(即居民消费)的处理方式[11, 18, 21, 27-30]。价值型投入产出表的平衡关系没有考虑资源开采和污染物排放, 也未充分考虑废物循环利用(因为价值型投入产出表的资源回收利用行业无法反映部门间直接的废物循环流动), 但可以考虑不能以实物单位表示的服务行业;实物型投入产出表将资源开采、污染物排放和废物循环利用纳入其平衡关系, 但无法反映服务行业的情况;混合型投入产出模型以货币单位形式刻画服务行业, 并且以实物单位形式反映部分部门的废物循环利用情况, 但无法将资源开采、污染物排放和其余部门的废物循环利用纳入其平衡关系。另外, 投入产出模型存在单一部门价格假设, 即每个部门只生产一种产品, 其产品以同样的价格分配给其他行业。而在实际中, 投入产出表的部门划分不可能详细到每个部门只生产一种产品, 每个部门的产品通常也是以不同的价格卖给其他部门的企业。因此, 价值型投入产出表的所有部门和混合型投入产出表的以货币单位表示的部门都受到单一部门价格假设的影响, 而实物型投入产出表则避免了这一假设的影响。除上述因素之外, 对居民账户的处理方式也会导致三类投入产出模型的差异。对于价值型投入产出表和混合型投入产出表, 居民账户通常位于最终需求部分;对于实物型投入产出模型, 部分研究会将居民账户纳入中间矩阵Z, 使Z由n×n矩阵变为(n+1)×(n+1)矩阵, 因为居民消费与生产部门之间也存在着产品(如食品消费和耐用消费品使用等)和废物(如废纸)的流动[18, 19]

由此可见, 三类投入产出模型各有优劣。在实际应用中, 应依据所解决问题的实际需求来选择合适的投入产出模型。下面, 我们将介绍环境投入产出分析在产业生态学领域的各种实际应用。

2 环境投入产出分析在产业生态学的应用

本文将环境投入产出分析在产业生态学的主要应用归纳为六类:环境压力核算、生命周期评估、因素相对贡献分析、产业链路径分析、风险影响分析和环境网络分析。

2.1 环境压力核算

对于某个部门或者区域的环境压力核算包括三种方法:基于生产的方法(Production-based method)、基于消费的方法(Consumption-based method)和基于收入的方法(Income-based method)。这三类方法分别反映某个部门或者区域在产业链路径上不同位置的重要性。由于Leontief逆矩阵和Ghosh逆矩阵能够完整反映经济系统内的产业链累计效应, 投入产出模型便成为环境压力核算所青睐的工具。

基于生产的方法反映某个部门或者区域直接产生的环境压力[31], 即公式(7)中的向量p, 其数值大小反映该部门或者区域作为直接产生者的重要性。基于消费的方法反映对某个部门产品的最终需求或者某个区域的最终消费所累计(包括直接和间接)导致的上游产生的环境压力[31-35], 将公式(8)中的y对角化可以计算得到, 其数值大小反映该部门或者区域作为末端消费者的重要性。基于收入的方法反映某个部门或者区域创造增加值所累计导致的下游产生的环境压力[7, 8, 36], 将公式(9)中的v对角化可以计算得到, 其数值大小反映该部门或者区域作为初始供应者的重要性。

目前的环境压力核算研究大都基于价值型投入产出表, 所关注的主要环境压力指标包括水[37-39]、矿物质[40-42]、生物质[40-42]、二氧化碳[32, 43-47]、汞[33, 48, 49]、细颗粒物(PM2.5)[50, 51]、以及其他常规污染物[40, 41]

2.2 生命周期评估

生命周期评估考察产品整个生命周期中各个生产环节所产生的环境压力。生命周期评估方法大体可以分为三类:传统的基于过程的生命周期评估、投入产出生命周期评估和混合生命周期评估。

传统的基于过程的生命周期评估通过自下而上的方法收集产品各个生产环节的直接物质投入数据、生产直接投入的物质产生的环境压力、以及生产直接投入物质所需要的间接投入和相应的环境压力[52]。传统的基于过程的生命周期评估对物质投入和相应环境压力的追溯类似一张树状图, 旨在将相关物质的所有生产环节和相应的环境压力纳入其系统范围。但是在实际应用中, 由于数据和工作量的限制, 传统的基于过程的生命周期评估只能向上追溯有限层物质投入和相关的环境压力, 并且其产品矩阵数据所涵盖的产品类别比较有限, 不能反映经济系统的完整边界。这就造成了传统的基于过程的生命周期评估的“截断误差”, 即忽略部分深层次物质投入和相关环境压力所导致的结果误差[52]。这种“截断误差”来源于:传统的基于过程的生命周期评估只能考虑部分相关的供应链路径, 而无法考虑经济系统内所有的供应链路径。

投入产出生命周期评估解决了传统的基于过程的生命周期评估的“截断误差”问题。投入产出生命周期评估一般基于价值型投入产出模型的Leontief逆矩阵, 刻画各个部门的生产活动所直接和间接导致的环境压力。Leontief逆矩阵考虑经济系统内所有的供应链路径, 从而拓展传统的基于过程的生命周期评估的系统边界[9, 52-54], 因此能够解决传统的基于过程的生命周期评估的“截断误差”问题。但是, 投入产出生命周期评估是基于生产部门, 其结果反映的是该部门的平均水平, 无法反映某个具体产品的生命周期结果, 而传统的基于过程的生命周期评估则能够针对具体产品进行分析。

为了弥补传统的基于过程的生命周期评估和投入产出生命周期评估的各自缺陷, 相关学者提出混合生命周期评估。混合生命周期评估将传统的基于过程的生命周期评估和投入产出生命周期评估相结合, 发挥各自所长来刻画某个具体产品的生命周期影响[52]。混合生命周期一般包括两类做法。第一类做法是:首先根据传统的基于过程的生命周期评估来划分产品的生产环节并构建各个环节的直接物质投入清单, 再利用投入产出生命周期评估计算直接投入物质对应的相应部门的累计(包括直接和间接)环境压力因子, 最后通过直接物质投入清单和各种物质对应部门的累计环境压力因子计算得到某个具体产品的生命周期环境影响。第二类做法是:首先根据传统的基于过程的生命周期评估来划分产品的生产环节并构建各个环节的直接物质投入清单, 再根据混合型投入产出模型的理念将各个生产环节看作投入产出模型的子部门, 最后基于构建的混合型投入产出模型的Leontief逆矩阵计算得到某个具体产品的生命周期环境影响。

2.3 因素相对贡献分析

投入产出模型通过Leontief逆矩阵反映生产部门之间的关联关系, 通过y反映最终需求结构, 为分析经济系统结构与环境压力的关系提供基础。将投入产出模型与结构分解分析方法相结合, 可以描述各种社会经济因素的变化对经济系统环境压力变化的相对贡献[55-57]。将公式(8)中的y拆分为最终需求结构ys和最终需求规模yv的乘积, 公式(8)可写为公式(10)的形式, 环境压力的变化量Δe可以拆分为公式(11)的形式。

公式(11)右侧的四项依次分别代表环境压力强度变化、生产结构变化、最终需求结构变化和最终需求规模变化对环境压力变化量的相对贡献。这四个因素在基于投入产出模型的结构分解分析中比较常见[58, 59], 也有研究将相关的因素进一步分解, 如将最终需求结构分解为最终需求产品结构和最终需求类别结构, 将最终需求规模分解为人均最终需求量和人口, 以及分析二氧化碳时将环境压力强度分解为能源强度和排放强度[39, 40, 48, 50, 60-64]。需要注意的是, 结构分解分析假设所分解出来的各个因素是相互独立的, 在判断是否可以分解出新的因素时, 要看新分解出来的因素与其他因素是否保持相对独立。

由于基于实物型投入产出模型和混合型投入产出模型计算出来的最终需求结构没有实际物理意义, 结构分解分析一般基于价值型投入产出模型。结构分解分析考察的是两个时间点之间的因素变化情况, 这就需要剔除价格变动的影响, 即将不同时间点的价值型投入产出模型折算为可比价格。价值型投入产出模型一般按照当年价格编制, 现有研究一般利用价格指数(如生产者价格指数、居民消费价格指数、国内生产总值指数等)将不同时间点的投入产出模型折算为某一年的不变价格, 从而使不同时间点的因素具有可比性。

另外, 假设分解出来m个因素, 则公式(11)将有m!种形式, 如分解出4个因素将有4!=24种形式。虽然每种形式在数学上都是正确的, 但是每种形式都不能完全代表结构分解分析的结果, 这就是结构分解分析中的非唯一性(non-uniqueness)问题[55, 65]。为了解决这个问题, 一般做法是对所有分解形式的结果求取均值作为结构分解分析的最终结果[65]

2.4 产业链路径分析

投入产出模型的Leontief逆矩阵反映产业链路径的累计效应, 为提取经济系统内的产业链径路提供基础。将投入产出模型与结构路径分析相结合, 可以提取出导致经济系统环境压力的主要产业链路径[35, 49, 66-68]。一条产业链路径刻画终点的消费者如何逐步导致起点的部门产业环境压力, 如产业链路径“农业-食品-餐馆-消费者”表示消费者在餐馆的消费驱动食品生产, 食品生产进一步驱动农业部门产生环境压力。

将公式(8)中的Leontief逆矩阵进行泰勒展开[35, 49, 66-68], 可以得到公式(12), 公式(8)则变为公式(13)的形式。

公式(13)右侧的每一项代表一个生产层, 每个生产层包含相应步数的产业链路径, 如f A2 y这个生产层包含两步的产业链路径, 其某一个产业链路径代表某一部门经过两步到达另一部门(如i-k-j)。

通过搜索大多数生产层的所有产业链路径, 可以筛选出导致经济系统环境压力的主要产业链路径(如前100条)。经济系统内的产业链路径可以有无穷多步, 现有研究一般只选取前若干个主要生产层(涵盖绝大多数环境压力)作为结构路径分析的分解对象。即便如此, 结构路径分析面对的产业链路径数量、时间需求、硬件需求和计算量仍然相当惊人。以中国135部门的2007年投入产出表为例, 仅前四个生产层就包含3.3亿个产业链路径。操作的复杂性和庞大的计算需求在很大程度上阻碍了基于投入产出模型的结构路径分析在产业生态学领域的应用。目前仅有少数研究使用基于投入产出模型的结构路径分析来提取导致经济系统环境压力的主要产业链路径[35, 49, 66-68]

2.5 风险影响分析

某个部门产出的变动可以通过产业链路径直接或者间接影响其他部门。由于Leontief逆矩阵涵盖经济系统内的所有产业链路径, 投入产出模型可以反映某个部门最终需求的变化对其他部门生产的直接和间接影响。学者们将投入产出模型应用到风险影响分析中(如安全事故、自然灾害等), 考察某个部门承受的风险对整个经济系统产生的影响[69, 70]。现有研究通常用对某个部门最终需求的影响Δy来反映该部门承受的风险损失, Δy一般通过风险发生后的相关统计数据来确定。某个部门承受的风险损失通过经济系统内的产业链路径影响其他部门的产出。整个经济系统承受的风险损失Δx可由公式(14)计算得到。

风险分析领域的学者依据公式(3)和(5)推导出故障投入产模型(Inoperability input-output model)[69-73], 相关学者已经证明故障投入产出模型与公式(14)是一致的[74]

2.6 环境网络分析

网络分析旨在刻画系统结构与系统功能之间的因果关系[75, 76]。所研究的系统被视为一个网络, 网络由点(node或者vertex)和边(link或者edge)构成, 点与点之间通过边相连接。投入产出模型将经济系统视为通过产品交易相关联的若干个部门。如果将部门视为点, 将部门间的产品交易视为边, 则经济系统可以被视为一个投入产出网络。环境网络分析通常被用来研究投入产出网络结构与该网络产生的环境压力之间的关系。

目前的环境网络分析分为两个分支。第一个分支通常被称为生态网络分析(Ecological network analysis), 其主要关注投入产出网络的整体结构特征, 如网络的效率、冗余度和稳健性以及点与点之间的依存关系[77-80]。生态网络分析源于投入产出理论, 只是在后续的发展过程中, 传统投入产出理论主要关注经济学领域, 而生态网络分析主要关注生态环境领域[81]。第二个分支通常被称为复杂网络分析, 其主要关注各个点和边在投入产出网络中的重要性(如点和边在投入产出网络中的中心度)[82-85]和分布特征[86], 以及投入产出网络中点和边的群落结构(群落是指一组紧密关联的点和边)[83]

针对投入产出网络的生态网络分析和复杂网络分析于近年兴起, 借助大数据科学中的各种方法挖掘经济系统的结构特征及其与环境压力的关联关系。

3 环境投入产出数据库开发

随着环境投入产出分析在产业生态学领域的广泛应用, 相关学者开发环境投入产出数据库为环境投入产出分析提供便捷、标准化的数据平台。目前的环境投入产出数据库建设主要分为两类:针对单个国家的环境投入产出数据库和针对全球的环境投入产出数据库。

由于大多数国家会定期发布投入产出表, 因此, 针对单个国家的环境投入产出数据库开发主要是收集各个部门直接产生的环境压力数据。相关学者目前已经构建美国、加拿大、德国、西班牙、英国、欧盟25国、中国和日本的环境投入产出数据库[40, 41, 87-95]。这些数据库的部门分类一般以国家发布的对应年份的最详细投入产出数据为依据。由于投入产出表和环境数据的稀缺性, 这些数据库大部分只针对某一个或者某几个年份, 涵盖的时间序列较短, 尚无法支持长时间跨度的连续时间序列研究(如数十年跨度的结构分解分析)。

Liang等人构建第一个针对我国的、综合的、开放获取的中国环境投入产出数据库(Chinese Environmentally Extended Input-Output (CEEIO) database, http://www.ceeio.com)[40, 41, 95]。CEEIO数据库目前涵盖1992、1997、2002和2007四个时间点, 三种部门分类和286个资源环境指标。基于CEEIO数据库的计算结果与已有研究结果相吻合, 从而验证CEEIO数据库的合理性和可靠性[95]。根据国家投入产出表和资源环境数据的发布进度, CEEIO数据库将进行持续更新。

国际贸易在全球经济发展与全球环境压力削减中发挥着越来越重要的作用[45, 46, 96]。越来越多的研究开始关注国际贸易对环境压力的影响, 从而带动全球多区域投入产出数据库开发工作。全球多区域投入产出数据库在各个国家投入产出表的基础上添加国际间贸易矩阵, 其可刻画国家内部部门间的产品交易和国际间的产品交易。相关学者目前已构建多个全球多区域投入产出数据库(包括环境压力指标), 较常用的是World Input-Output Database (WIOD)数据库[97, 98], Eora数据库[99], Global Trade Analysis Project (GTAP)数据库[100]和EXIOPOL数据库[101]。这些数据库各有优劣, GTAP和EXIOPOL数据库只涵盖少数时间节点;WIOD数据库涵盖1995-2011年连续时间序列数据, 但是国家和部门分类比较粗略;Eora数据库涵盖1970-2013年间连续时间序列数据, 但是数据质量与其他数据库差异较大[102]。目前这些数据库开发者正在就这些数据库的一致性问题开展工作[103]

4 环境投入产出分析的发展趋势

环境投入产出分析正在从国家这个宏观层面向大宏观(如全球层面)和次宏观(如省份/州、城市、园区等)两个层面发展。在大宏观层面, 不同全球投入产出数据库间的一致性问题将是未来的一个重点研究问题。在次宏观层面, 随着区域异质性、城市代谢和生态园区建设的兴起, 建设次宏观区域的投入产出数据库, 并将其与国家和全球投入产出数据库相对接将是未来环境投入产出分析的一个发展方向。

随着大数据库科学的兴起[104], 相关研究正在把环境投入产出分析与大数据分析方法(如前面介绍的网络分析方法)相结合, 挖掘经济系统新的结构特征。将更多大数据分析方法引入环境投入产出分析领域会成为今后一个潜在研究热点。

现有研究大部分关注传统污染物(包括温室气体)。随着国际社会对越来越多新热点物质的关注, 如PM2.5、汞和黑炭等, 环境投入产出分析将会被应用到对新热点物质的研究中。

此外, 投入产出理论也开始被用于企业环境管理[105-108]和电网排放因子核算[109]。由于投入产出模型可以刻画各个组成成分(如部门、企业生产过程、电网等)间的直接和间接关联关系, 它在其他领域也有很大的应用和发展前景。
